The United States was once the beacon of market capitalism and supporting global free trade is now showing signs of protectionism. Often the opposition to port expansion is due to localism sometimes it is due to a fundemental misunderstanding of port business and what it can mean for a local economy.
Besides overt protectionism, perhaps even more pressing, is the obstructionism originating at the local port level. One inspector that decides to be obstenant can slow down clearances costing shippers and importers thousands of dollars.
